Proposal Process

New Partnership Agreements

For faculty and staff beginning the process of considering an international partnership agreement, USF World recommends colleagues initiate department/college level discussions regarding a potential inter-institutional relationship. Supervisors and College Deans must support agreement activity. USF sponsors must be able to articulate the value of the partnership, identify any and all resources that will be needed to activate and sustain the partnership, and must be willing to serve as an advocate for the partnership’s success. Primary contacts are also needed to report annually on partnership activity.

Once a faculty/staff member has researched current partnership agreements and has discussed with their unit and leadership the feasibility and sustainability of proposed partnership, agreement sponsors must complete a partnership proposal form. This form alerts USF World of the sponsor’s interest and allows us to properly manage the partnership proposal. Inquires from faculty/staff housed in USF Health will be routed to for processing. 

Based on the partnership proposal or request for a renewal, a sponsor can expect to receive electronic correspondence within 10 business days regarding next steps. Questions about the process can be submitted to internationalagreements@usf.edu

International Agreements with Foreign Countries of Concern (FCOC)

Florida Law, Sec 288.860, Florida Statutes, places restrictions and requires greater oversight for agreements entered into with a foreign country of concern (FCOC), including the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, the Democratic People's Republic of Korea, the Republic of Cuba, the Venezuelan regime of Nicolas Maduro, or the Syrian Arab Republic, including any agency of or any other entity under significant control of such an FCOC. All proposed agreements with FCOC will be reviewed by a USF International Agreements Compliance Committee including representatives from the following offices: General Counsel, USF World, Export Control, Foreign Influence, Government Relations, and the Office of the President. The committee will provide oversight and additional review of the proposed agreement to ensure compliance with Florida Statutes.
